Well, I think I found out a possibility of why Kaguya wants an army.

Remember the six realms : Humans, Animals, Ghosts, Gods, Ashuras and Narakas.

Currently by Infinite Tsukuyomi, she has complete control over the Animal and Human realms.

So, she needs an army to conquer the other four Realms.

Thoughts ?

Kaguya has certainly surpassed my expectations and I'm enjoying seeing how her character is developing!

She looks menacing enough as she is but I wouldn't be surprised if she possesses the rinnegan. That could be possible since she is using Madara's body as a vessel.

I agree with what Dragonor said about her importance in the story. It's enjoyable seeing how she's being developed.
