Come think of it, with only 48 (?) Teigu in existence, you'd think Teigu users would be more rare, but many of them were actually gathered in a small area, including random ones like that scythe-wielding guy with Bolic. And this considering they don't have phones, Internet etc., so it's not like they could have organized a Teigu-themed convention or anything. It should have been harder to come across a Teigu user in the whole Empire, just like you don't meet many people wearing limited edition T-shirts even if you travel a lot.
