Like the title said, i believe that totsuka alone can't seal an entire Bijuu completly, and i will explain why. Like you all know, with the dragon seal jutsu that Pain could use with Gedo Mazo, he needed 3days with all the members(9) sharing their chakra to be able to seal Bijuus(like Shukaku)...
