And who could have been Kage in Meis place? Zabuza? He was a deserter. The 7swordsmen? Almost all of them got killed and Chojuro is just a kid. And the rest of their ninjas are not strong at all.
Tsunade is kage because Jiraya refused this title. Whoelse could have been Hokage? Kakashi or Guy? They were too young for that, not really that experimented like Tsunade was and not even interested at all. Guy is not enough smart also. Asuma? Not strong enough.

She was named sannin because she survived in a team with Orochimaru and Jiraya against Hanzo. This same Hanzo was one-shoot against Mifune. So Mifune is stronger than Jiraya+tsunade+Orochimaru?? I think that the level sannin means nothing today. They have grown much more stronger than even when they were called sannin back then(i think for example that Jiraya or Orochimaru could kill Hanzo today), and there are plenty of ninjas who are stronger than themself when they were called sannin the first time.
In medical ninja i don't refuse. Tsunade is one of the best if not the best, but we are talking about battle here.

Agree as their is no such things as Low Kage Level Shinobi. You are either Kage or your not. Anyone else can not be determine by any other tittle besides the one you have in your present Village or Kishi has stated in the Data Book such as Kakashi only being a Jounin and Nagato unknown.

"Skill Level" is only measure be their skills, age, and experince on the battle-field (or what is shown in the Manga). These is only consider assumptions by Fans such as Kakashi being Kage Level Skilled (Not Low or Mid Kage as their is no such thing). When really Kakashi is only Jounin (Or Jounin Level Skilled" or Elite Jounin) because of, not only the tittle he holds at the Leaf Village, but his skills, experience, and/or age. The Legendary Sannin would be consider a Jounin, but "Kage Level Skilled" because of their skills, experience, and/or age. Actually, that is fact about the Sannin. Akatsuki would be unknown, but since they have skilled, experience, and some age, most or even all the Akatsuki could be consider "Kage Level Skilled" Shinobi (Reason because Akatsuki is made up of S-rank Criminals)

Unrevalant, but just saying. It does get annoying sometimes.

Ok tsunade wins with super strenght and amazing speed and regeneration tech,I don't know many of Mei's tech so someone who knows more than i do should come up with a counter

- No, when Tsunade became Hokage, they were 27.
- Even for Minato, they hesitated to name him hokage just because he was too young.
- When they wanted to name Kakashi as hokage recently, they have also said that: "He is too young for this post". Experience count also in the post of Hokage, even if that doesn't make all. For example Naruto is stronger than Tsunade, but he won't be name as Hokage at her place just because he lacks of experience and he is too young, eventhough there are exceptions like Gaara.

I would definitely have to go with Tsunade ftw. If she activates byakugo and charges Mei I don't see any other outcome. Lava release or boil release will injure her but Mei has not shown any speed or taijutsu at all, meaning Tsunade could just rush her and smack her one even if she is gravely damaged because she can heal.
