Final villain and the strongest character in NV has Byakugan. And she can use it to basically **** up chakra flow. Is it the strongest Dōjutsu?

Only reason Kishi brought back (kept alive) Kabuto/Orochimaru/Yamoto etc is beacause of a possible third series. Nothing else make sense. At this point these characters are useless, only ones that matter are team 7 characters.
