Final villain and the strongest character in NV has Byakugan. And she can use it to basically **** up chakra flow. Is it the strongest Dōjutsu?

No. The Byakugan is powerful because Kaguya is powerful. Not the other way around. Rinnegan is still the most powerful.

It all depends on the user. For example, Obito couldn't handle the Rinnegan properly, so he would be more powerful with the MS.

I still think Rinnegan is. Kishi hyped it up to be this terrible unstopable doujutsu if Madara got ahold of both and when he finally did he got solo'd by Black Zetsu.

But Byakugan wasn't getting any love and I think Kishi heard the outcry from Hyuuga fans so he gave it to the strongest villain.

Maybe not infact the juubi had Sharingan and Rinnegan. After eating the fruit she now has All 3 dojutsu. Byakugan, Sharingan and Rinnegan she is to damn OP.
