I strongly feel DSM Kabuto would be most peoples top ten - but since he was OP'd against Itschi's OP'dness (sounds dirty I know) he was short-straw'd... Curiosity being, HOW would you react if it was discovered that Kakashi was born an Uchiha, but had his eyes removed and replaced when he was younger; so that he could focus MORE on tactical thinking and planning, and other traits; so he wouldn't have too be as reliant on his born eyes...
