According to Databook and scans a MS with enough lifeforce and chakra can indeed use PS No where in manga does it say you need riduko chakra to use PS nor does it say u have to have EMS So if kishi wanted to he could have allowed madara or maybe sasuke to use PS while at MS if he saw fit...
