That isn't true, as Sasuke used an external source of power in that fight, while Naruto's strongest form was when he was fighting Kaguya. At the start of the match, Sasuke had the chakra power from the beasts on his side while Naruto did not. Not to mention it was Naruto who stalemated Sasuke as Sasuke initiated the fight and Naruto had no intention of killing him while playing defense at the beginning.
