I highly doubt Tobi has the lowest chakra. To keep a Sharingan and Rinnegan activated constantly already proves that he has a high chakra pool. I'd say he has one of the highest chakras:

He keeps his Rinnegan and Sharingan activated at all times, and doesn't show any signs of chakra drain, unlike Kakashi
-He can use Izanagi for 5-10 minutes; Danzo could only use it for 1 minute, and it immensely drained his chakra
-He can control 6 bijuus without showing any fatigue
-He can control Gedo Mazo without showing any fatigue
-He has never been shown to be tired, or drained of chakra
-He can summon Kurama
-He kept Yagura under a genjutsu for who knows how long

He just hasn't had any need to use the Rinnegan yet, in my opinion. Without he he has Bee injured, and Kakashi and Guy exhausted and desperate.

As for Madara having the highest raw power, that's true for now.

I disagree with Tobi having the lowest chakra. I'd say he has the highest or second highest behind Madara. And we can't say he's the worst Rinnegan wielder yet. He's just been holding back. But if he decides to use the Rinnegan, he'll be the best wielder due to his S/T techs backing his Rinnegan techs up.

Agreed! Nce thread btw..

We all know he also has senju DNA too, and knowledge on all the sharingan techs.

hes shown us great genjutsu after controling the mizukage even as a jin, the kyuubi, abd izanagi .

add these on too rinnegan, s/t, intangibility, chakra chains, and 7 bijuu at his disposal and you get the strongest character in the manga to this date .

I do agree that tobi gave nagato the rennigan, or at least had those powers before . he already seemed accustomed to all the techniques when he first got the eyes . you have to assume he already knows the paths moves because kakashi and guy point out that hes not using that paths powers. all he says then is "good eye, hatake kakashi", he never denys the fact that he couldnt use those techs.

Another thing i want to say is that i believe his speedy recovery or however it went down with the rinnigan was thanks to hashirama dna, which would boost his durability and recovery. From his lab that you see, you can infer hes traded eyes multiple times . but you would never see him having to recover from swaping them, unlike sasuke who doesnt have any senju dna

Hmm. The Senju DNA would make sense for a speeded recovery.

Yeah space/time intangibility+rinnegan is a broken combination. There is the shinra tensei/bansho tenin combination, then there is the human path, asura and preta path for defense if someone somehow survives for more than 5 minutes, gedo mazo, his chakra chains...

he does have chakra concerns though, because he isn't using rinnegan techniques with his paths. unless he was bluffing to kakashi. nevertheless, now that he has sucked the tailed beasts in he may start to use them.

But alas, Tobi's only use of the Rinnegan was the Outer Path's Chakra Chains and offering to use the Human Path on Yamato. Like Edo Madara, people should shut up about other Rinnegan users being the best when they've shown no where near as much prowess and skill with it as Nagato.

Tobi has the potential to be the best Rinnegan user we have ever seen.

One of this thread's basis is Tobi claiming that the Rinnegan was already his. That would mean that Tobi already has some experience in using the Rinnegan.

The other basis is that Tobi can use the Rinnegan along with his other techniques, and become pretty much unbeatable.

---------------------------------------------------------------------------------------------

First of all, here's further proof that Tobi had the Rinnegan before:

-Its been shown that when implanting an eye that someone has never used before, they need to rest for a few days-weeks. Such as when Tobi implanted Itachi's eyes into Sasuke. Sasuke had to wait a few weeks before removing the cloth around his eyes.

-Tobi implanted the Rinnegan right after getting it, and he didn't need to rest at all or anything like that. He just started using it right away. And he's apparently good with the Rinnegan, noted when Naruto claimed that Tobi's chakra rods were much more powerful compared to Nagato's.

-Anyway, it should be known that Tobi can use all Rinnegan techniques, shown with his knowledge and experience with the Rinnegan already.

---------------------------------------------------------------------------------------------
Anyways, here's why Tobi can be extremely good and efficient in using the Rinnegan:

-His techniques are probably on a larger scale than Nagato's. If his chakra rods have been noted to be stronger than Nagato's, than his other Rinnegan techniques are probably stronger too. He also seems to have an almost endless supply of chakra, giving him an advantage.

-He can apparently use Gedo Mazo better. This is obviously partly due to the Bijuus being sealed inside Gedo Mazo, therefore Gedo Mazo not requiring any of Tobi's chakra. But even then, Nagato never seemingly attempted to use Gedo Mazo in battle, even when some of the Bijuus were sealed within it. This shows that either Nagato wasn't confident in his control over Gedo Mazo, or because he didn't have enough chakra to control it. Being able to control Gedo Mazo with 7 Bijuus in it flawlessly gives Tobi a huge advantage in his Rinnegan use already.

-His chakra drain seems to be minimal when using the Rinnegan. He's been controlling six Bijuus yet has shown no sign of chakra drain or fatigue during the battle against Naruto and co. And it can be noted that he's been keeping Gedo Mazo under his control at the same time. Nagato was coughing blood while his paths were fighting Naruto, while Tobi has been standing there without any signs of tiring. His minimal chakra drain can possibly be attributed to Tobi apparently being an original Rinnegan user, unlike Nagato.

-Unlike Nagato, Tobi doesn't lack mobility. One of Nagato's weaknesses, as stated by Kabuto, was his lack of mobility. This is probably due to Gedo Mazo impaling Nagato in his early teens. But even while immobile, Nagato was immensely destructive with the Rinnegan. Tobi can use the Rinnegan techs on an even larger scale (look above) and he isn't lacking in mobility, therefore making him a very powerful Rinnegan user.

-Lastly, he can use his Intangiblity hand-in-hand with his Rinnegan techniques, making him practically invincible. Just think about it. He can pretty much spam Shinra Tensei. Whenever he has to cool down for 5 seconds, which can easily be exploited by a faster character like Naruto, he can simply go intangible. This pretty much makes him completely untouchable. And he can use his other Rinnegan techniques along with his intangibility, making him practically invincible. And if his intangiblity ever is exploited, he can use the Preta Path to stop any attack.

He has mobility, unlike Nagato, and intangibility, unlike Madara and Nagato, giving him a huge advantage with the Rinnegan.
---------------------------------------------------------------------------------------------

So yeah. Tobi has the opportunity to be extremely powerful in using the Rinnegan, shown by what I've stated above. He can be and probably is better with the Rinnegan compared to Nagato. Tobi can be better with Nagato and Madara due to his intangibility patching up any of the Rinnegan's weaknesses.

Feel free to agree, disagree, and discuss this down below.

I can't + rep you now but will when the system allows me :scorps:

Thanks!

The point is, there's no point in saying that until it's hinted at or happens. Naruto can become the Jubi's Jinchuriki (not that I want or think he will) but until it happens or is hinted at, it's pointless to say.

I'd also like to point out some incorrect stuff from the OP.

Tobi's Chakra CHAINS, not Rods, were noted to be better than Nagato's Rod's binding power. It's the technique, not the users.

Nagato seemed pretty intent on listening to what Tobi told him to do, so I don't know why he would use Gedo Mazo, especially when he only ever fought Jinchuriki (other than vs. Jiraiya, which he didn't need it) and he can't very well go around killing his "precious Jinchuriki" now can he?

Tobi is used at LEAST 3 methods to control the Tailed Beasts:

-Sharigan Genjutsu
-Chakra Disruption Rods
-Outer Path Chakra Chains
-Also note that he claimed to have obtained Hashirama's DNA in order to form the "complete" Izanagi

Gedo Mazo does whatever the Rinnegan wielder who summoned him wants him to, there's no need to forcibly control it. Tobi was never stated nor hinted to be an original Rinnegan user. Him saying he "gave" Nagato the Rinnegan could simply mean he manipulated those Konoha Ninja to attack his parents and cause him to awaken them. Tobi is a liar after all and claimed to Sasuke that he had absolutely nothing to do with Kurama's attack on Konoha and that it was a natural occurrence.

Nagato was coughing blood because he was transmitting his chakra across a large area to control his Path's from a distance, whereas Tobi is quite close to them. Also, he used Chibaku Tensei and a life-shortening Shinra Tensei.

Nagato's lack of mobility was because Hanzo blew up Explodin Tags on his legs.

Pretty much this. I still think the order of skill for rinnengan is Nagato(used it for years) > Madara(practiced shortly before his death) > Tobi(only recently got it).

Just because i've placed Tobi last doesn't mean he's not skilled at using rinnengan he just doesn't have as much experience as the other 2. Also it doesn't even matter how skilled they are with it as long as they can use it properly, the only time it'll be a problem is when they face another rinnengan user.

-The Naruto becoming Juubi is completely different and also has no basis. I said that Tobi can be efficient with it because of the reasons stated above (mobility, intangibility, etc).

-And Tobi's binding was stated to be stronger than Nagato's, therefore he's more powerful with the Rinnegan.

-Nagato would have used Gedo Mazo against Naruto when he realized that Naruto had the advantage, or when he realized that Naruto might actually win. And why would he keep Gedo Mazo all chained up, then? Becuase Nagato couldn't control it properly, or didn't have enough chakra.

-Its true that Tobi uses those methods to control his paths, your point? And what does Izanagi have to do with this? Besides, if anything, these other techniques will add in towards Tobi's efficiency with the Rinnegan.

-You can't claim the Tobi being a liar thing as an argument for every damn thing Tobi says. It does seem that Tobi, Madara, and Nagato all do indeed have some sort of connection. Tobi has seemingly handled the Rinnegan before.

-Looks like Nagato can't handle it, then. Madara is able to summon a huge meteor without coughing up blood, and it seems much more destructive then Nagato's small Chibaku Tensei. Nagato just wasn't capable of using the Rinnegan on a full destructive scale, partly due to being impaled, I'm not sure though.

-And Nagato's lack of mobility is indeed because of that, yet edo Nagato was extremely destructive with the Rinnegan, while unable to move. Imagine Tobi who can move, AND go intangible, with the Rinnegan.

You can't say that Tobi has no experience with any proof. Regardless, we haven't seen Tobi use the Rinnegan techniques for battle yet, so we can't assume anything. And as long as someone can use the Rinnegan properly, as you said, then yes, they can be good with it. Add in Tobi's intangibility + mobility and possibly experience with it, and you get an extremely efficient Rinnegan user.

His aim was to capture Naruto, not kill him wise guy. Why would he use Gedo Mezo when he doesnt plan on killing Naruto. And just in case you've forgotten, he'd already taken on the whole village and used a life shortening shinra tensei before even fighting Naruto

When he was clearly losing, don't you think he would attempt to summon it? And you still didn't explain why Nagato had to keep it chained up constantly. And Edo Nagato was able to use a Shinra Tensei almost as powerful as that one, so Nagato wasn't nearly in his prime against Naruto.

Why don't we use Edo Nagato as a basis here? -_- We saw how destructive he was while unable to move. Tobi doesn't only have mobility, he has intangibility. Imagine how much of an advantage he would get.
