Tobi has the potential to be the best Rinnegan user we have ever seen.
One of this thread's basis is Tobi claiming that the Rinnegan was already his. That would mean that Tobi already has some experience in using the Rinnegan.
The other basis is that Tobi can use the Rinnegan along with his other techniques, and become pretty much unbeatable.

First of all, here's further proof that Tobi had the Rinnegan before:
-Its been shown that when implanting an eye that someone has never used before, they need to rest for a few days-weeks. Such as when Tobi implanted Itachi's eyes into Sasuke. Sasuke had to wait a few weeks before removing the cloth around his eyes.
-Tobi implanted the Rinnegan right after getting it, and he didn't need to rest at all or anything like that. He just started using it right away. And he's apparently good with the Rinnegan, noted when Naruto claimed that Tobi's chakra rods were much more powerful compared to Nagato's.
-Anyway, it should be known that Tobi can use all Rinnegan techniques, shown with his knowledge and experience with the Rinnegan already.

Anyways, here's why Tobi can be extremely good and efficient in using the Rinnegan:
-His techniques are probably on a larger scale than Nagato's. If his chakra rods have been noted to be stronger than Nagato's, than his other Rinnegan techniques are probably stronger too. He also seems to have an almost endless supply of chakra, giving him an advantage.
-He can apparently use Gedo Mazo better. This is obviously partly due to the Bijuus being sealed inside Gedo Mazo, therefore Gedo Mazo not requiring any of Tobi's chakra. But even then, Nagato never seemingly attempted to use Gedo Mazo in battle, even when some of the Bijuus were sealed within it. This shows that either Nagato wasn't confident in his control over Gedo Mazo, or because he didn't have enough chakra to control it. Being able to control Gedo Mazo with 7 Bijuus in it flawlessly gives Tobi a huge advantage in his Rinnegan use already.
-His chakra drain seems to be minimal when using the Rinnegan. He's been controlling six Bijuus yet has shown no sign of chakra drain or fatigue during the battle against Naruto and co. And it can be noted that he's been keeping Gedo Mazo under his control at the same time. Nagato was coughing blood while his paths were fighting Naruto, while Tobi has been standing there without any signs of tiring. His minimal chakra drain can possibly be attributed to Tobi apparently being an original Rinnegan user, unlike Nagato.
-Unlike Nagato, Tobi doesn't lack mobility. One of Nagato's weaknesses, as stated by Kabuto, was his lack of mobility. This is probably due to Gedo Mazo impaling Nagato in his early teens. But even while immobile, Nagato was immensely destructive with the Rinnegan. Tobi can use the Rinnegan techs on an even larger scale (look above) and he isn't lacking in mobility, therefore making him a very powerful Rinnegan user.
-Lastly, he can use his Intangiblity hand-in-hand with his Rinnegan techniques, making him practically invincible. Just think about it. He can pretty much spam Shinra Tensei. Whenever he has to cool down for 5 seconds, which can easily be exploited by a faster character like Naruto, he can simply go intangible. This pretty much makes him completely untouchable. And he can use his other Rinnegan techniques along with his intangibility, making him practically invincible. And if his intangiblity ever is exploited, he can use the Preta Path to stop any attack.
He has mobility, unlike Nagato, and intangibility, unlike Madara and Nagato, giving him a huge advantage with the Rinnegan.

So yeah. Tobi has the opportunity to be extremely powerful in using the Rinnegan, shown by what I've stated above. He can be and probably is better with the Rinnegan compared to Nagato. Tobi can be better with Nagato and Madara due to his intangibility patching up any of the Rinnegan's weaknesses.
