Description: Tiny is a Kea bird that is colored in an assortment of white and red feathers. He carries small scrolls on his back that he is capable of using for weaponry ninjutsu. The weapons are normal size even though the scroll is incredibly small. He fits into the palm of one's hand and he is flies at high speeds, about the speed of a Kage-ranked ninja, and he has knowledge over ninjutsu. He is capable of using up to S-rank basic ninjutsu yet he can only use two jutsu before returning home. Due to his knowledge of ninjutsu, he can also use Kai on the user but this counts as one of his two only jutsu per summoning. He can speak English.
Restrictions:
~Can only be summoned twice per battle.
~Lasts on the field for 3 turns or 2 jutsu.
~Declined~ Any S-ranked ninjutsu? You do realize there are quite a bit of jutsu that a bird should not be able to use, right?

(Doton: Hakyoku) - Earth Release: Cataclysm

Description: The user will charge a large amount of earth chakra to the soles of their feet and then launch at the target. When they land on the ground, they will press down into the ground while releasing their earth chakra in a radius around the user and then cause the earth chakra to uplift as a circular radius (About 10 meters) of medium-sized pillars. The pillars crumble a moment after they have been uplifted at high speeds.

~Usable once.
~No S-rank Earth jutsu last turn.
~Declined~ Doesn't seem worthy of S-rank, to be honest. Lower the rank and work on the description a bit. I'm still unsure how to properly visualize the end effect of this technique.

When the user aims his bow, a crosshair appears on the surface of the barrier and the arrows that pass through it are strengthened. A variation of this technique is performed by aiming the user's bow at a target and create the barrier around them instead in a reversed state so he can be trapped inside while the user attacks him from outside. The dome remains stationary when trapping a target.

Description: The technique requires a huge amount of earth chakra, so user claps his hands and sends his earth chakra throughout the ground. So after the whole battlefield is filled with user's earth chakra, the earth start shaking and shoots out infinite number of spear shaped pillars from the whole battlefield, with cannon speed. The length of each pillar is about 10m, and thickness is about half a metre. The spears are shot with that great speed that they reaches 100m height and covers the whole sky. And after they've reached their maximum height, they start falling and then user clicks his teeth and pillars gets coated in a very thick and sharp layer of wind chakra. So they falls with very great speed and user can direct them towards his enemy by clenching his fist and directing his hand towards his target.
Note: -When spears been shot, so between every two succesive spears there will be a gap of half metre which is equal to the thickness of one spear i.e. this technique uses half of the whole ground.
-1 Spear will not shoot where the user is standing. Or its upto the user if he don't want to shoot more than 1 spear.
-In order to use this jutsu user must not use any Earth jutsu in same and in previous turn.

lol. Sry, I misunderstood from this "No limitation of the enemy usage of earth afterwards." that you are asking that aren't there be limitation of the enemy usage afterwards. Thats why I bolded "any person"

Description: User opens a giant scroll, and performs a row of 18 handseals after which he bites his thumb and slams his hand on the scroll and thus summoning the giant chameleon which is of same size height that of gamahiro and same length that of manda. It was made by a unknown village for the usage in extreme and sudden situations like in Great Ninja War. It was made by combining several metals which makes him immune to S-Rank and below techniques, but inside of its body is mechanically functioned, which allows the user to control its body parts, but user must pass chakra continuously for its working.
Note: -30 damage to user because of using high amount of chakra.
-It can't use anything.
-Stays on field for 4 turns max.
-Can't use any summoning technique for next 3 turns.
-Can't perform any S-Rank or above technique in same turn.

Description: User claps his hands and summons a terrapin named "Hungry". Who is of same size that of Gamahiro. Like his name, he is very hungry all the time. He has the ability to eat jutsus, upto S-ranks. And after eating a jutsu, he can add his own chakra to the jutsu in his stomach and uses that jutsu on his opponent by making it one rank higher. His is also immune to A-rank and below jutsus because of his back shell.
Note: -He can eat 3 jutsus per battle.
-He can't eat solid jutsus, like that of earth.
-Every jutsu he uses on his opponent, counts as a move.
-Stay on battlefield for 3 turns max.
-Can be summoned 2 times per battle.

Description: The user bites his thumb drawing blood he then summons a Kiterunner. It is summoned directly below the user basically picking the summoner up onto it's back. It is large enough to easily carry 1 person it is roughly 10 feet tall. A Kiterunner is a ground based summon that can not fly for long periods of time, it can fly for periods of 10 to 15 seconds getting about 5 to 10 feet off the ground. It's legs are much stronger than any other Kite being able to run long distances at fast speeds. It can move as fast as 45 miles per hour while sprinting and can sprint for distances of 10 miles at a time. A Kiterunner stays active on the field until the user dismounts him or until an attack makes contact with the Kiterunner. They come in a variety of colors if not specified the jutsu just summons a purple one.
Note:

-Can only be summoned 3 times per battle
-Is active until the user dismounts
-Must have signed the Kite contract
-Must be taught how to summon

(Katon: Mizu Jouhatsu) Fire Release: Water Evaporation

Description: The user performs two hand seals (Ram-Tiger). He then releases katon chakra into a small-medium sized water source. He uses his katon chakra to evaporate the water at an incredible speed. This causes the water to disperse throughout the air in one quick burst changing the liquid into vapor. This can convert a water source as small as a drop of water or a water source as large as a small pool of water into a mass of steam. The steam can cause minor burns to the skin possibly causing blisters. This can only be used on one source of water at a time.

Notes:

-Only works on B rank and below Water
-Must have a water source to use.
-The user doesn't manipulate the steam.
-Can't use S rank Katon or above the next turn.

Description: The person takes hold of Chakra infused mud already in play and wraps it around the opponent. It will surround their body making movement harder as well as restricting breathing and possibly asphyxiating the opponent. The mud can be controlled slightly and forced to surround the opponent's head making it's way into their nose, mouth and eyes. The user must have used a Mud based Earth jutsu prior to this jutsu.
Notes:

-Must have already used a mud based jutsu such as Swamp, Mud Fall, or mud bullets
-Must be able to manipulate up to A rank Earth to use this
-Must be the own person's Chakra infused Mud

~Declined~ We don't accept technique that lets you manipulate an element freely. I need you to be very clear how this jutsu takes effect, just so you can't diverge from your description and start abusing this technique. Also, where do the 60 damage come from? You say it slows down the opponent, possibly asphyxiate him, but no real damage deal (or at least no sure damage). Make it a supplementary technique unless you change the description.

Description and Background:

Origin:
The Newts are from a hidden secretive and mysterious lake found in a valley within a obscured mountain range called Kodai no mizūmi, translated to Lake of Antiquity.

General Description:
A newt is an aquatic amphibian of the family Salamandridae, although not all aquatic salamanders are considered newts. Newts are classified in the subfamily Pleurodelinae of the family Salamandridae, and are found in North America, Europe and Asia. Newts metamorphose through three distinct developmental life stages: aquatic larva, terrestrial juvenile (called an eft), and adult. Adult newts have lizard-like bodies and may be either fully aquatic, living permanently in the water, or semi-aquatic, living terrestrially but returning to the water each year to breed.
Newts share many of the characteristics of their salamander kin; Caudata, including semi-permeable glandular skin, four equal sized limbs and a distinct tail. Aquatic larvae have true teeth on both upper and lower jaws, and external gills. They have the ability to regenerate limbs, eyes, spinal cords, hearts, intestines, and upper and lower jaws. The cells at the site of the injury have the ability to de-differentiate, reproduce rapidly, and differentiate again to create a new limb or organ. One theory is that the de-differentiated cells are related to tumour cells since chemicals which produce tumours in other animals will produce additional limbs in newts. Newts produce toxins in their skin secretions as a defense mechanism, some newts toxins being potent enough to kill a fully grown adults, however the toxins only prove fatal if ingested, or excreted on broken skin or wounds.

Summon General Abilities:
Kodai no mizūmi Newts vary in size, being as small as a standard pencil to being as large as gamabunta, and other great summons. Like all Newts, Newts that hail from Kodai no mizūmi also known as Lake of antiquity or sometimes referred to as Lake of the past or Lake of time, excrete toxins from their skin, these toxins however being particularly more potent than that of a standard newt, being able to ravage a human body if allowed into their blood stream. Furthermore, they also have heightened regenartive abilities, being able to increase their limb regeneration through the use of chakra. Most of the Newts are Semi-Aquatic, however there are some that are fully Aquatic, regardless both types are particularly strong swimmers being able to navigate through water with great speed, agility and prowess. Kodai no mizūmi being a epitome of beauty, nature untouched and unspoiled by the average human, however unfortunately the Newts that reside in the Lake of Antiquity, are segregated due to a civil cold war brought about due to twins being born as heirs to the throne, and no record remaining of which is older, thus they both strived to establish dominance resulting in a stalemate and the Newt population being separated. As such the twins are both bosses of the two segregations keeping a level of peace, but still regarding eachother as traitors, leading to much tension between the two segregations. Something that every signer since has been striving to amend

Summoning:
A signer of The newt contract, is able to summon newts from Kodai no mizūmi, they are also able to summon efts. Aswell as larva which in most cases spell out a unsucessfull summoning.
The standard summoning jutsu, causes a asortment of Newts to be summoned all of different sizes some being fully and others beign semi aquatic, most carrying a type of weapon.

Kind of copied Lili's format because it was simply awesome D:

They come in various sizes, from very small ones to large enough to carry 2 people in their floater. They can swim freely through the air as they can through the water. Twice per battle, they can charge wind jutsu on their tentacles, acquiring a saw-like appearance, equivalent to A rank and will last for 2 turns max each time.
*Can only stay on field for 5 turns max unless there is a water source nearby, in which case they can bathe in the water and renew the duration of their stay by 5 more turns*
*Can only summon up to 3 Coatrishie per battle but only one at a time*

The speeds at which the lightning sourrounds the opponent is quite formidable making complicated rows of handseals hard to perform before getting hit by a stream (rows of more than 3 handseals are hard to perform) also the beams may go below the ground and upwards making this no easy technique to avoid. Also the lightning streams are created in such way they emulate lightning illusion pillar making each single lightning stream extremly bright and so in combination and as they approach proggressively, they aim focefuly blind the opponent. The streams also generate a buzzing sound as they stretch, making them quite bothering for sensitive ears.

It is said if you keep going southeast from kirigakure, far beyond an endless sea where seemingly time has stopped due to the lack of winds, waves and currents, you'll reach their place. It is an elysian archiepielago of lush, green islands called the eternal nest or, in their mother toungue, mutunga kore kōhanga.

General Description:
Tuataras or sphenodons, are reptiles which look like lizards, however they are not related whatsoever. They are incredibly long-living and some are even considered living fossils. They are fast, agile, flexible and nimble. Also they have limited regenration capabilties, they can snap off their tail and then regenerate it. Also they posses spikes on their backs which can be stiffened up.

Summon General Abilities:
In size, tuatara's vary, from their real life-size to sizes above humans or even large summon sizes.
Thanks to their incredible life-force and regenerative abilties, the tuataras are fearless (although not immortal of course) to attack and opponent. They can walk on all fours for maximum speed or in a bipedal way. Their claws are comparable to ninja tool metal (they can run their chakra through them to increase damage), also they are capable of handseals. The tuatara's are a complex tribe, divided into 5 districts depending on their elemental affinity and the royal family capable using two or more elements. Barring the ninjutsu, tuatara's are shown as fans of hand-to-hand combat usually carrying weapons to battle (metal claws, tail claws, scythes, daggers, bows) usually stringing intense combos aiming to surprise the opponent(s). They communicate in human words or even sounds often camouflaged as bird calls and surroundings sounds which can only be understood by signers of the contract. The spikes on their backs can be hardened to land piecing and curshing impacts in taijutsu (they extend all around their back including all of the shoulders).

Summoning:
The canon summoning jutsu will bring forth a single Tuatara's (per usage) from the districts the size of 2m when biped, clad in light-metal plated armour (like the first hokage's) with a claw/mace on their tail and another weapon; while also being able to use elemental jutsus of their affinities C-rank or below 5 times per summon and creating a A-ranked blast when combining his affinity with the user's elemental chakra in a collaboration jutsu once per summon (all count as a move). Also the cannon summoning jutsu can be used for bringing up to ten real-life sized tuatara's which don't have any weapons nor elemental jutsus and can be used for scouting/guarding. Summoming with higher and more specific amounts of chakra will bring forth specific summons to the arena which will be submitted later.

After Drawing Blood from anywhere on the Body the user than performs 3 Handseals and Slams the palm of their hands against any surface Causing The Great Rabid: Raccoon to appear with a Fierce Rawr and/or Having a Summoning Scroll with The Users Blood all ready on it, the User than opens the scroll while laying on any flat surface and performs 1 hand seal to Summon The Great Rabid: Raccoon. TGR[The Great Rabid] can be summoned anywhere from Mid-Long Range. TGR[The Great Rabid] is 3/4's[75%] the size of Gamabunta. TGR[The Great Rabid] is capable of Running at High Speeds, Jumping High Distances, Climbing anything, and Viscously tearing almost anything apart due to his extremely large razor sharp teeth and his Razor sharp nails. Both his Teeth and Nails are harder than steel. TGR[The Great Rabid] has rubbery like material as the skin on his hands making him able to deflect S-rank Lightning Techniques, TGR is also able to perform Earth Techniques up to S-rank with out needing to perform Hand signs. TGR can also perform Wind and Fire Techniques up to S-rank with one hand seal, While he does not perform any Water Techniques. Due to his Blubbery type skin underneath his Fur, he can deflect Earth and Water Techniques up to S-rank, Fire how ever can still harm him [if not avoided/blocked] since he has fur. Being a raccoon, he possess heavy poison in his mouth called Rabies, if bit or taken in through any wounds can cause the person(s) to become infected, it's an B-Rank Poison so it's curable, if not cured within' 3 turns the infected person(s) body becomes useless and rendering them incapable of fighting and are subject to whatever fate the User has decided for them. Raccoons are mostly nocturnal so in day time TGR can see but not as well has he can see in the Dark or in Foggy areas, so during the daylight TGR relies mostly on he's heightened Hearing, Feeling[Touching], and Smelling senses. TGR is able to see through dense weather conditions due to him being mainly Nocturnal. TGR is B-Rank in Taijutsu attacks.
Note: Any Technique performed by The Great Rabid: Raccoon counts as a move of the User

However as the baby insect cannot look after herself she can summon another stick insect who gets summoned in order to look after her, she can do this when she wants or when she feels threatened, the summoning of the other stick insect does not count as one of the users move as it is done by the baby insect. (the other stick insect she summons can be any random stick insect made by the user.)
Note: Takes 2 or 3 turns before other stick insect appears on the battlefield.
Note: Stick insect is summoned right next to the baby insect.

Description: Chakra is focused to every part of the users body.The users body takes on a liquid like form while staying in human likeness. The user still have the mobility of a human and can still physically touch things at will. While in this mode, water jutsu is easier. Certain jutsu like Water Release: Water Dragon Bullet Technique, that require 44 handseals, will be brought down to 10 handseals. Another Example is if a water jutsu requires 5 handseals it would only need 1 handseal. Also while in this mode, the user is only permitted to use Water jutsu, ninjutsu, genjutsu, and Taijutsu. In this state, the users water jutsu get a +20 power increase and a -10 chakra requirement for the jutsu to be performed. This state renders the user impervious to physical attacks or attack from any weapon(unless stated otherwise). The user may draw in water from other sources to increase their size or regrow certain limbs that may have been lost in battle. The user can also manipulate their body into certain weapon shapes.
Restrictions:
- Can only be taught be Daemon
- Must have completed water training.
- State only lasts 5 turns
- Once state is deactivated, the user is left exhausted, Movements are slowed down and no water jutsu for the rest of the battle due to the usage of all water chakra available to the user.
- In this mode, the user must stay hydrated to keep it going for the full 5 turns.

Description: The target, though still very much alive, repeatedly halucinates the deaths of each person they have killed from a first hand perspective. Though still completely consious (and not dead in any way) this Genjutsu manipulates not the sence of sight, hearing, taste, or scent, but the sense of feel, forcing them to repeatedly expirience pain and anguish. The Genjutsu has two phases: Genesis and Exodus. In Genesis, as previously explained, for five turns the user expiriences extreme pain and anguish of all whom they have killed, though still capable of fighting. Sound genjutsu is basically unblock able for the most part as as long as there is sound, even if you produce pain, the genjutsu sets upon the enemy again unless the source of the sound is dealt with and this one is seriously overpowered. You make your opponent sleep while he thinks nothing is happening differently than when he was awake and yet you also numb his body so minor things can't break the genjutsu, You also make this Long range and yet the restrictions barely restrict you. Sorry, but again, tone the technique down.

Description:The user will coat his whole body in flames and slam his chest.Once the user has slammed his chest he will use shape manipulation to turn the flames on his arms into wings attached to the user.Once he has made these wings he controls the wings/fire on his arms by moving them back and forward at high speeds granting him the power of flight.Once he is surrounded by the flames he is able to to withstand getting hit by attack sending the attack straight through him like the he is made purely out of fire.The user is also able to send the fire around him into fire attacks.To turn his body fully into fire he must cover every inch of his body into fire.
Note:
-Once the wings are created you only last two turns in the air but the fire remains
-Can only create the wings every two turns and last two turns
-To withstand attack sending them straight through him only can take attack up to a rank or b rank wind techniques.
-Can only allows the user to send attack through him every three turns for one attack.
-Must have mastery over fire.
-Can only be used/taught by foxnaruto
