yes, it was ka. danzo said that it isn't a jutsu he could use many times in a day, and he couldn't use it vs sasuke (but he recovered it's use in the end).

A perfect jinchuriki can counter any genjutsu means any genjutsu so whether it is tsukuyomi, sharingan genjutsu or KA, all can be countered.

Apart from KA and body flicker technique, we don't know much about Shisui so he is clearly not the best shinobi but may be a high level jounin.

People that say jinchurikis can break out of genjutsu, how do you explain what happened to yagura when tobi was controlling him. I believe KA will be similar, it will put both the person and their beast under genjutsu without them even knowing.

I guess Only a perfect jinchuriki can break any genjutsu, not every jinchuriki. (As stated and demonstrated by Killer B)

You have to understand that Kotoamatsukami isn't a simply Genjutsu. It can rewrite your mind and a Biju won't declining it.

Shisui is amazing but he's not the best ninja -_- who says he's not top ten?? He possess the strongest genjutsu in the narutoverse and can solo more than 90% of the ppl in the manga
