I'm surprised so few people said Naruto. Sasuke and Naruto are supposed to be equals (that's the point of the whole series) yet, many people don't get Sasuke in their TOP 10s while Naruto is always up there. Now that he has KM he is really strong but overrated as well. I actually see Naruto more overrated than Sasuke especially now that we know that EMS is not to make a whole fuss about.
It's not like if he had been beaten badly by Kabuto (through Nagato)... oh wait, he did.

No shinobi in naruto is overrated it's the fan boys/girls that overrate the charactor they like e.g there are a lot of Sasuke fanboys who rave about how Sasuke can beat anyone he fights, use Kirin at anytime he wants and rave about how susanoo is unbeatable.

We know that he single-handedly took on the Juubi, a monster with the power of all 9 tailed beasts, and sealed it inside his body. He was known to posses the Rinnegan and able to weild each elemental technique.

He is the orginator of ninjutsu and wanted peace for the world. He fathered two sons that eventually became the two most powerful clans in the world.

Upon his deathbed, and in order to prevent the Juubi from breaking free upon the world, the So6P partitioned its chakra into 9 beasts and sealed the body inside the moon.

The most overrated, I believe is Sasuke. Without help during his battle with Bee atU nraikyo, he would be dead twice I beleive.

But he showed some ability during the Danzo fight. Everyone seems to beleive that it was an incredibly powerful Genjutsu that Sasuke used to defeat Danzo. It was just simply making Danzo beleive the last sharingan on his hand was open for just a few seconds longer than it actually was. Nothing like Tsukiyomi where the victim is tortured for days.

Sasuke was supposed to weaken the five kage enough for Tobi to capture them. Instead he and his pathetic friends just got owned. Again, had it not been for Tobi, Oonoki would have turned Sasugay into dust.

When Sasuke fought Deidara-cheap shot by using Manda. (I cant believe the blast ended up killing that huge snake and only almost killed Sasuke) again Sasuke was helped: without being summoned back by Suigetsu, who knows what might have happened.

One last bit of back-up why Sasuke is overrated. Itachi purposely lost to Sasuke.
