Madara was able to use Susano on his Mokuton clones, that is something no Uchiha has ever done. Madara was skillful enough to handle Hashirama Sage Mode and become the Juubi Jin without any problem.

Itachi knee the location and existance of Sage Mode, yet didn’t try to learn it.

They grew up in incredibly different times. Madara grew up in a time where children were at war. Itachi grew up in a relatively more quiet period. They were both talented but I think Madara's era forced him to have to learn quicker and figure things out on his own. Yes and no, the tablet isn’t able to be completely deciphered until one manifests the Rinnegan. With the MS and EMS, Madara could only make an assumption as to what it meant and even then, it only spoke of ‘two opposing forces creating all things in the universe’ or something like that. Madara’s genius came into play because he obtained the Rinnegan with absolutely no help aside from a very cryptic and vague hint.
