Most tactical battle in Naruto is Kin VS Shikamaru, that's not really subjective, it's a simple match-up where both combatants are tacticians with no movement made or punch thrown loosely.
If this thread means most impressive tactical battle? Well then that's Shukaku & The Leaf VS Kurama (Game) and Shika/Shukaku VS The Juubi in my opinion. Great use of resources thought up instantly to combat an unlikely, unexpected opponent.

What truly makes Shikamaru such a Genius, is that he had this entire plan out from the start. Every movement she had, every tactic he played, every thing was all according to his overall plan. He even forced her, Temari, to move closer to that hole, on his whim. He was playing her like a chess piece, and she didn't even realize it.
Yet you'll have people saying this guy, isn't a tacitician. And at the same time, you'll have people push back his feats and praise a character like, Sakura for instance, for her battle intellect when Shikamaru squashes her to the Moon and back.
But I'm not surprised though.

What are you talking about? I told you waaaay back that we have opinions. You took that as, "Sasuke must be stupid if he isn't as tactical or smart as Shikamaru". As if the margin is that wide to begin with.
I then asked for scans and you couldn't spare Kbs to do so.

Both are tacitcal, both are smart, both can deduce how people work quickly.
Shikamaru's intelligence is canonically higher than Sasuke as referenced in the Manga and in the databook.

I understand. There really should just be a poll on who is a better tactian. Although if it's one sided i'm sure you'd somehow spin it that everyone is is wrong or doesn't understand.

Kakashi took the back seat to minato when fighting madara.
I'd say he did the same with sasuke when fighting kaguya but nothing sasuke did worked... and the one plan kakashi employed went through with colors flying..
The bold is really the /thread. That's a direct comparison if I've ever seen one.
Only reason Kakashi did so to begin with was because it was forced, he was outclassed and he was damn near irrelevant. And throughout the war he has shown a couple glimpses here and there with listening to others ideas because he is outclassed in the first place, but nothing on the scale of the immortal duo, especially since Shikamaru is levels below Kakashi yet he still didn't utter a word with Shika making all the decisions in a battle against S ranks.
Also the war was on the spot deals, where anyone takes over at any given time given the situation.....this was a team setting out for battle knowing their roles, with Shikamaru playing leader.

Whilst Sasuke has always been very impressive (prior to relying on Susanoo anyway) I personally feel his planning capabilities seem exaggerated by his huge movepool and his very impressive way of using it in all manner of situations. He's a quick thinker but not faster than Shikamaru (as proven by his instant plan against the Juubi and adapting to sudden opponents like Kin Tsuchi & Tayuya who require deduction)
Sure, Sasuke can get more done with his intelligence but that's because of his moveset to back it up, having more options means your brain has less work to do. Shikamaru takes what little he has and makes it go miles, he is at his absolute best when leading others. Formations of entire battalions just like his father did against Kurama and the Battlefields. Sasuke is a tactical genius, who should be in everyone's Top 5- But it IS silly to not consider Shikamaru a tactician, that's all i'm saying.

Honestly, there were far better performances such as Ino's usage of her hair to restrain Sakura or Naruto's impressive jutsu timing against Kiba. That was more tactical than Shikamaru just streaming his shadow through Kin's string.
