Deidara and Sasuke were pretty equal tactics wise in that battle...Just Sasuke had Sharingan so Diedara's tactics didn't matter.
Still doesn't rewrite that atrociously bad 'Kisame breaking out of Sharingan' fan-fiction you posted.
You know, I love it how you common posters need little, tiny validations for your posts. It's as if they add to your sense of forum worth. Are you okay now, man? All is well up there? Some one is, thankfully, agreeing with this garbage ... so internet social suicide is off the table or tabled ... for now?

I forgot about Sakura versus Sasori. She isn't a tactician, but that fight was damn good. Her entire breakdown of Kamui helped Kakashi 200 chapters later, so, that should count as well.
Honestly, it is quite pointless. The whole idea of Shikamaru being some grand tactician is hilarious as hell.

Wow. What an epic post. Shikamaru is Naruto's advisor for a reason.
Think I'd rather have Sasuke as an enemy than Shikarnaru.
I wouldn't necessarily state that those reasons alone would imply that Shikamaru's a better tactician than Sasuke.
Sasuke literally replicated what Shikamaru had done by thinking one step ahead to counter a major disadvantage that Sasuke had along with the fact that Sasuke even admitted that he formulated an alternative plan on the off-chance that Raiton would be unable to neutralize the bombs. It's not only that, but what you presented is an unfair comparison because unlike Sasuke, Shikamaru actually had prep time, and an extended period of time to analyze some of his opponent's moveset and it was because of that that he had taken into consideration of the off-chance that Kakuzu would be able to survive a fatal blow based on Hidan's immortality.
Additionally, Shikamaru never deduced Hidan's moveset instantly and it was merely his stalling that enabled him to analyze Hidan's techniques whereas Sasuke had no knowledge on his opponent and had to constantly deal with guided bombs that move at high speeds and even then, Sasuke still managed to formulate a plan that could have potentially countered Deidara's and also formulated an alternative plan incase that plan failed, even taking into consideration that his "potential failure" would've resulted in the loss of a CS2 wing. Keep in mind that this was all done in a mere instant as he was constantly pressured by Deidara's explosives.

Dat Sharingan though...the first time Deidara made hand-seals Sasuke knew what type of Ninja he was and the proceeded to use a tactic he trained since childhood.

Actually, no. He simply formulated the hypothesis after he threw his Chidori Senbon at Deidara's bombs. Perceiving Deidara's hand seals just reaffirmed that.
I'm not sure what you're trying to prove here. Yes, Sharingan improves his perception, but it's part of his arsenal, much like Shikamaru's Shadow Possession technique which is what enabled him to stall for time. Sasuke didn't have that and had to think one step ahead while being pressured by multiple bombs.
Shikamaru's strategies for the most part, required immense amount of prep. That doesn't make him a better tactician than Sasuke considering Sasuke formulated a strategy when he had no knowledge or prep on his opponent whereas Shikamaru relied on ambushes, prior knowledge, and an immense amount of prep just to take down the weakest Akatsuki member.
Is Shikamaru smart? Yes, but using his performance against Hidan and Kakuzu means very little in comparison to Sasuke's performance against Deidara.
