First of all. Putting him down is going to be tough considering he has Karin's auto healing ability, and Orochimaru's Oral Rebirth and White Snake Power. Second of all, he still has access to the Sound 5's techniques. Sound Genjutsu to catch Kisame off guard for a finishing technique. The fact that Kisame needs to fight CQC to actually kill Kabuto doesn't help much either, and even then he has Oral Rebirth if he takes a wound that'd normally be impossible to heal. Then there's the fact he can use Sakon's jutsu to make a copy of Orochimaru's True Form, and once it's blood is exposed, Kisame is paralyzed and dies a terrible death.

Water Dome isn't really of any help since Kabuto has a snake form he can turn into, and snakes can travel underwater. Combine that with his ability to split into numerous snakes and even turn into fluid, and you have him making an extremely easy escape.

He's almost, if not, Oro+, and I think Oro has a chance to defeat Kisame without Daikodan. He'd have issues taking out Manda AND Kabuto without Daikodan.

Though I might change my mind depending on what is presented.

With samehada absorbing chakra uzumaki healing and oral rebirth will eventually run out. Since Kabuto has no knowledge on samehada he will liquefy when Kisame goes to slash him and he will lose a lot of chakra.
