Resubmission; Lessened its size so the amount of water used is lesser, I also decreased its speed (took out the cutting off limbs which may have made it overpowered.)

Description: With the use of three hand seals, the user can summon forth a large vortex of water around the enemy and the user, or around the enemy only. The vortex of water is circular, with a maximum diameter of 15 meters and a minimum diameter of five meters therefore, the target must be within mid-range. It reaches the height of fifteen meters and spins at a dangerously fast speed, such that physical contact with the spinning vortex would be capable of pulling the person that touched it into the currents, which would make them vulnerable to the goldfishes. It is hollow inside and serves as a water source and to keep the enemy inside. Once the "vortex" of water is created, the user, with the use of shape manipulation, will shape hundreds of basketball-sized goldfishes with pressurized 1 foot horns. They attack from all directions, except the direction the user is standing on if he was to create the vortex around him to avoid the technique from backfiring. They jump out of the wall/vortex of spinning water as if it was a river and jump out to attempt to impale the target(s). The goldfishes jumping from the walls have a long-reach, therefore, they are able to jump from one side of the vortex and land on the other one and continuously jump back and forth to repeatedly attack the enemy. Releasing it in the same turn is generally only used if, A) The technique was successful, or B) The enemy was able to properly defend from it, or completely destroy it. If, for whatever reason, the user chooses to release the technique, the enemy will take in no damage unless they've been pierced by goldfishes, in which case, they will take the S-rank damage

Description: The user will slam his hands on the ground after a succession of two hand seals, Ram - Snake, and send his chakra to a desired location within mid-range. As a result, a figure made of chakra, taking the form of a scarecrow of about three meters, is materialized in the battlefield. It is colored in dark and very ominous colors, while not as sharp and therefore, having a "hazy" effect in its appearance. It, upon materialization, releases an omnidirectional blast of chakra that reaches mid-range from its location and casts a D-ranked illusion on any targets within short range from it. The illusion accompanied with the technique is more of a thematic element, adding visuals like crows, fog, darkness, etc. which work together to enhance the frightening image of the scarecrow. After it is summoned, it can attack in either two different ways. One is a simple omnidirectional burst of chakra. The first application is achieved by performing a hand seal and re-shaping the original scarecrow into hundreds and hundreds of mini-crows , compressed and pressurized allowing it to have piercing capabilities. It bursts into the crows omnidirectionally, therefore, if the user is within range, he will be affected as well. The alternative application is through a single hand seal, and instead of an omnidirectional burst of crows, the crows would all be aimed towards one person as projectiles. Maintaining the hand seal would give the user the ability to have the crows seemingly follow a target, or multiple targets, but he would be unable to perform other techniques whilst the hand seal is maintained.

Description: The user will slam his hands on the ground to create a dome of flames around him, acting as a defensive and offensive mechanism. It is first created to have the user as the center, with a five meter radius (the size of it is adjustable; so long as it does not exceed a ten meter radius and does not go under three meter radius. The height of it is of course proportional to the diameter, with the shape of a dome). The flames that the dome is composed of is compressed and fairly thin, such that anyone inside can vaguely see the image of anyone outside, and vise versa. Defensively, any material passing through the walls of the dome is destroyed and reduced to mere ashes (in accordance with elemental strengths and weaknesses) and any body attempting to pass through the walls making physical contact with the flames will sustain massive injuries to the limb that touched the intense heat (4th degree burns). Alternatively, and offensively, the user can perform hand motions from within the dome to create shaped constructs from the dome, and to have them attack as a projectile. They carry the same heat intensity as the dome they originated from. To help imagine this, the dome would compress and gather into a single structure that is created through simple hand motions, and is also sent out as a projectile through simply hand motions. The structures that are created must stay within logic; for example, one could create multiple spears of compressed flames and release them as projectiles, however, it would be impossible to compress the entire dome into a penny-sized ball to attack. The maximum height of the structure created is approximately the size of the original dome, and by separating them into multiple attacks, the power would be divided accordingly.

Declined. While a lot clearer, I still find it a bit too much in power. Tone it down a bit (description wise, not restriction wise). Getting such an enormous amount of water to continuously spin (up to the point it cuts off limbs) and create such a high amount of fishies while controlling all of it together is too much for S-rank.
