All Uchiha are born with the possibility to activate the sharingan, but that doesn't happen to everyone as it needs some great emotional situation or something. So they don't automatically have the sharingan, while byakugan is something you instantly have.

Uchiha have to unlock it, so they aren't born with it.
They have to go through highly emotional event, sakura and sasuke are the most emotional people.
Salada has the sharrigan in her dna.

Sasuke is indra.
Indra breed with some woman to make a clan, sasuke did th same with sakura.
Salada has uchiha eyes.
Sakuras dna that different from uchiha, both of yin natured
