Dictator and war are not synonyms. He obviously wants peace.

At least Obito was willing to admit that much of what he did was amoral, Sasuke refuses to take responsibility for his actions, no matter how reprehensible.

With the leaders of the world dead, how would you imagine Sasuke would implement the new system?

Would those nations suddenly follow him, or would Sasuke have to force a majority to follow it?

Unless Sasuke gives up his power afterwards, he is forced to be a tyrant with this plan. :/

Meh. He's mentally unstable because of the massacre of his clan, his brother, his brother's revelation, and basically everything. I can understand how that feels. That's why I give him the benefit of the doubt. He's still not mature enough. He's still a sixteen-year-old who wants to cry and talk about how he feels, but due to the culture and history, is unable to do so.

When you read them, you'll notice they were targeting his fans more than him, I'm not mad at him for still being evil, I'm dumbfounded that his fans say his crazy plans are correct.

Sasuke doesn't have the approval/trust of the world. They will be a lot more comfortable backing Naruto when it comes to changing something than Sasuke, especially given the latter's track record. Everything he does has to include killing somebody.

In a world where just about every main character one-shots, they don't really have time to go to therapy. They also don't have enough resources, or power, to handle mentally unstable people like Sasuke, considering how that mental hospital would probably blow up the first session they have.
