Why doesn't Sasuke just try and convince Naruto that the current system needs to be replaced. If Naruto agrees, then that means the two saviors are working together to "change the system". Certainly, these two together have the approval, and trust of the world. Why can't they just overthrow the system democratically. Gaara and Tsunade probably wouldn't even reject. This is all assuming Sasuke knows a better system, considering his plan is to create one. He could avoid so much bloodshed.


EDIT: Naruto has no reason to disagree, all Sasuke has to do is present him with the facts that the Shinobi world is corrupt, why would he deny? It'll even hype him up if he gets to work alongside Sasuke.

Cleary Sasuke has issues with it, along with trust. He wants to do things on his own, his way what he perceives to be the right way. That's just how it is. He isn't going to ask for help when he believes himself to be fully capable of doing it and others inept at doing so.
