The two reasons people think that is

A respectul opinion with goo arguments. However as far as Hagoromo goes, what I proposed in my theory is that he became corrupted after Kaguya's death, I do not necessarily suggest he'll try to take over, though I think it's very likely, but rather that we will learn about his dark past which he had hidden so well.IMO, hagoromo is good.
If he really wanted to bring himself alive through some means then he would have had wrote the 'WAY' to resurrect him clearly on the Uchiha Tablet. But he didn't. Instead, the one who did was Black Zetsu to resurrect Kaguya. Also BZ said that Hagoromo wrote too many BS stuff on the tablet. The Tablet was the main source for Hagoromo to return and rule over the world but he didn't. He didn't even knew that BZ existed.
The powers which was given to Naruto and Sasuke was actually Chibaku Tensei, a rinnegan technique. And ONLY Hagoromo had the rinengan. Hamura didn't. So I would say that Hamura only assisted Hagoromo in weakening Kaguya/Juubi so that they could seal her. Hamura had Byakugan and hence could have been very helpful against Kaguya's Byakugan.
All this time, Kaguya compared her previous defeat with the current because previously she was defeated by her two sons and now she got defeated by her grandchildren's transmigrants. She only compared them facially and not with respect to the powers they had.
If he wanted to resurrect himself he would have not made Ashura his successor, would not have divided the Bijuus. He believed in unity not in Individuality.

A: Yes, the effects of this plot twist will be huge and can spice up the story.

A: No, it doesn't have much potential as it will be pretty much the Kaguya Fiasco all over again. Not to mention; Hagoromo doesn't have the evil feel around him.

Well, by that point; she would be sealed, so showcasing her darker personality through Hagoromo would be moot. It would have been better if Kishi had done it by broken-up flashbacks from Kaguya as she slowly regains her memories. A character's darker personality should be shown by that character only; otherwise the effect diminishes.As for your second question, you're wrong.
