Neither of them where good brothers but based off of the situations surrounding each, I would give it to Madara. He didn't torture his brother or kill his family.

Madara, purely because of the fact that madara actually respected his brother's wishes and didn't treat him like little puppy. Also madara never conformed to konoha's rule by D riding the senju and ousting the uchiha like itachi did. He was a loyal uchiha through and through.

The manga implies that Madara was probably a better brother, according to Hashirama. But then again, it's a hard choice. I don't think it's wise to compare them, both loved their brothers very much.

At least Itachi protected Sasuke as long as he was alive and even gave his life instead of killing him.
Madara wasn't able to protect no one. He couldn't even come to a compromise given the fact that Hashirama/Tobirama repeatedly won their battles.

Itachi was smarter and protected his brother from dying as long as he was alive, even tough he manipulated sasuke and hurt him, he would never kill him. while Madara chose to fight everyone and to be honest, he was the leader of his clan. Hashirama gave him multiple chances, but he never accepted them.
Izuna died because of madara's selfish desire to kill Senju.

Madara could've prevented Izuna's death by making peace with Senju, but he chose to fight, and he payed the price.
Whereas Itachi prevented the war and his brother's death, which was inevitable because he was an Uchiha and would get killed.

If Itachi was a better brother then he wouldn't have done what he did. It was said that Madara loved Izuna more than Itachi loved Sasuke. Itachi, his lies, and his traitor ways caused Sasuke so much pain and heartache, hatred filled his mind. Itachi even admitted it when they were going to Kabuto's cave.
