Believe it or not, the 'illegal arms trade' is a relatively secure trade. People go through a lot of effort to smuggle goods in, and don't want to have police tracking them back to you because some retard further down the supply chain used them to rob a bank.
There's a genuine reason to make sure the hand grenades you've been smuggling around don't end up in the hands of crazies - because you can be hung in half the world's countries for such activities (and that's probably where you're most active, ironically enough).
Which is why you see these improvised devices in a lot of domestic and sponsored cases.
The human body is surprisingly resilient - and depending upon the size of your explosives (likely apple or orange sized devices in this case to avoid suspicion) - the effects can be quite underwhelming. The people who died are likely those who were damn near on top of the thing - and they likely shielded many of the people behind them from significant harm.
The concussion of these things is going to be very limited (concussion is generated by overpressure - a wave moving at several times the speed of sound that can cause significant cellular-level damage) because you need very fast explosives and/or very strong containment of the explosion. High velocity explosives are exceptionally difficult to make, yourself (the equipment, knowledge, and experience necessary is quite steep for most - and those who could aren't going to piss it away).
Shrapnel is usually how these smaller devices make up for it - but that usually lodges in the first person it comes across - so a person sitting near one will take the brunt of the damage - but shield many others around.
Factor in that this was likely placed next to a wall or under a seat (to avoid suspicion) - both of which would have served to limit the blast (without really doing much to direct it).... and the low effectiveness of the devices makes perfect sense.
who ever planted those bombs tryed to keep casualties to absolute minimum, how on earth you blow up 2 bombs and only 3 people dies with so much people around.
