I don't see the word JUUBI there, I saw BIJUU, with means ANY of the Tailed Beasts, and so far, we've only seen him interacting with the Nine-Tails, we can safely assume the Perfect Susanoo has a power compared to the NINE TAILED Fox, not TEN TAILS.
Even if you say something stupid like "Perfect Susanoo is far stronger than Nine Tails", remember this:

Using common sense (something you don't seem to have), the Rinnegan was a direct result of the Senju DNA being inside of his body. You're wrong.
Maybe you should do the same. Or at least do research before calling something right.

Manga fact = Senju > uchiha.
Uchiha seem more over powered because they have had way too many screen time while the Senju had close to None.
Also Madara and Obito are using the Senju DNA to get stronger.
Senju can obtain the Rinnegan if they had a shringan transplanted in them.

Just like Madara needed Senju DNA to get Rinnegan, Hashirama would need Uchiha DNA(Sharingan) to get Rinnegan.
It's just like when Nagato had his Rinnegan. Obito even says he was able to activate it because he had Senju DNA(Nagato is Uzumaki).

Okay so it is late where I am right now and I'm kinda tired, but I misread that as "Just cause Hashi bent Madara over like 100 times doesn't really mean nothing" and I was just...yeah.
Anyway, like it or not, even as a Madara fan, I'm willing to say the Senjus are stronger. That's what Kishimoto is trying to say at this point, and it's his manga.

ok good he did have perfect sasunoo when he fought madara AND it is equal to a tailed beast they didnt say which, but fact still remains that he didnt have the rinnegan and he was goin up against the body of the SO6P he needed the EYES of the SO6P

doesn't really matter if he didnt have rinnegan when he fought hashirama.
Not to mention you need senju dna to awaken rinnegan.
plus he had the most powerful tailed beast(kurama) at his disposal against hashirama. I think adding kurama made the battle fair.
