That is true, he did beat burgess pretty easy.... I think burgess might just need a serious powerup.. cause the was after the time skip and all that, Id hate to see how weak he was before xD

He got no diffed by Ace pre-TS so he was very weak back then. Besides Burgess being the strongest subordinate wouldn't make sense regardless of his power since he is not a swordsman. If he is the #2 then he would end up fighting Zoro at EoS and it would be very weird if one of Zoro's final opponents wasn't a swordsman, especially since most of his opponents are swordsman or swordsman-like (and in all the serious hard fights that he wins his opponents are swordsman).

And Burgess will likely get a DF powerup in the future but I still don't see him being matched up with any of the M3 by EoS.
