If you read the databook, you would know that all of the Kazekage were assassinated. All of them, including Gaara. This implies a handicap on them, and I would agree with that as Gaara was protecting Sunagakure at the same time fighting an S-rank shinobi. And they are still revered as Kage are they not?

The only people who would defeat the Nidaime Mizukage on their own are as follows:
Obito, Hashirama, Madara, Nagato, Naruto, Kabuto, Sasuke, Tobirama, Itachi, Minato, and Muu. Now that's not a lot of people. Actually, no other Kage would have beaten the Nidaime Mizukage even if there were two of them against him.
