I don't know.. Tobi can teleport anywhere, but it isn't instantanious. Big range, but not fast speed.

I was gonna ask how you knew Shisui was fast since we haven't seen him in battle, but then I remember he was called "Shisui of the Mirage". Body Flicker expert.

2. Minato- Only reason he goes down here is because FTG is NOT a speed technique, it's teleportation in the sense that he can be in a room with no windows and a closed door, and still go to another location outside of the room without going through a wall or opening the door at all.
3. A- But he could also be number two as well in the sense that, like Naruto, he uses a technique that boosts his raw speed.
4. Itachi
5. Gai/Lee.

Now if we are talking about natural speed with NO techniques to boost it...

1. Minato
2. A
3. Itachi
4. Gai/Lee (It seems as though Lee has possibly caught up to Gai).
5. Kakashi/Sasuke.

Note: I would put Mifune as number 5 on the 2nd list, but he's not a Shinobi as this thread states he must be.

Kakashi and sasuke an itachi would be below shishui, Body flicker is extremly fast movemnts , you just dissapear and appear somewhere else.....To actually be feared by a monkier

ie-Yellow flash , He had to be damn fast with body flicker
