That's what counted Minato to be known as the fastest.

His Yellow Flash moniker wasn't FTG, it was his pure speed.

Minato ftg is the fast thing in naruto.
Naruto has close to ftg speed with out using ftg
Raikage was titled fastest shinobi after minato died
Itachi it was said when he runs shorts distances it appears as if he's teleporting as seen in manga/anime
Gai/lee with gates. We've all seen what these two can do.

If ftg was speed that mean every summon is the fastest character.... S/t only speed in how fast it can be actived

Also the raikage didn't no about tobi's s/t so minato wasnt the fastest just the only 1 he knew of .

Both minato & tobi use s/t to avoid A's attacks not foot speed or reflexes. Even tho both showed their pretty quick.

Ftg = summoning jutsu
