Except rap isn't the pinnacle of song writing. The majority of the genre is entrenched in sampling, so it's hardly mastery over anything except maybe poetry.

Except it is, not other genre of music demands the deep intricate knowledge of language as rap does. The sample culture is somthing completely different, an off shoot of rap handled by disc jockeys(DJ if you didn't know) and not MC's who perform the lyrical content. A rapper being a producer as well is just a bonus and a reflection of their skill in other aspects of making music.

If a rapper, raps in Sanskrit he/she has to have deep understanding (mastery over) of the language.

Language =/= song writing
Language = lyricism
Song writing involves composition, which is the weakest aspect of hip-hop (heavily reliant on sampling). Though I will admit producers like Nujabes are exceptions and good composers.

ol hip-hop doesn't have mastery over any language, it's just that the genre is predominantly expressed via the English language. It's not fricking rocket science to rap in another language, if you can actually speak it.
