That is Naruto augmented with bijuu chakra. BaseMnaMinat is the fastest. And its obvious FTG isnt his speed but if he gets there first than it means he's faster.

Fast is an adjective describing speed. Since Minato teleports he doesn't move,create friction,have inertia or in any sense create velocity. Therefore he has no speed, literally, when using FTG. Using your chakra to enhance your speed still counts as this is not a jutsu and Minato could just as easily manipulate his chakra to increase his speed. However, even if he did this Naruto has Kyubi chakra so he'll have more effect using his chakra to enhance his speed.

Also I said the same thing as the guy above me about their age. Wait until they reached the same age as the people you're comparing them too then see what they do.(If kishi draws it that far into the future)
