That Suiton is smaller than Hiruzen's. Using hater logic, it's therefore weaker than Hiruzen's.

Tobirama's suiton that was used to cut the Shinju's branches was more impressive than Hiruzen's. Mainly because, the most we could expect from Hiruzen's is to throw an enemy and on coming attack back. No real damage done.
Whereas Tobirama's is a short ranged but rather lethal technique with minimal preparation time.
