Yeah Jack was practically confirmed to be the weakest Calamity. In a photo of Oda's workshop, there was a note that said the names, from top to bottom:
Kaido
King
Queen
Jack

And there's also the fact that Jack has a lower bounty than Katakuri despite the fact that Jack is a sociopath who enjoys destroying countries while Katakuri doesn't even seem to be that evil. If he and Katakuri were close in strength, then Jack would have a higher bounty since bounties are based on both threat level and strength, so Jack is clearly lower than Yonko FMs in terms of power.
