No its officially the worst reign, though it not Yagura's fault

Just because he was being controlled doesn't mean that the reign is made void or didn't exist at all

Uchiha's were part of the village.... Danzo's dirty work and the counsel getting more authority power or equal to that of a Hokages..... just not good. His first Reign was when he brought the Leaf to its Prime.

Whether Yagura was controlled or not it doesn't change the fact that the reign itself transpired, if you mean the worst hokage in terms of leadership then your argument begins to have a little basis

I think the worst kage reign was the third Mizukage's. He got controlled, the majority of the 7 swordsmen left, and they were killing their own comrads. ( I don't blame him though.)
