Combinations and Strategies: There two ways you can use this jutsu. 1) Use this to pick up sand,dirt, or pebbles off the ground to conceal your self from your opponent. Since your opponent will be busy countering the jutsu, you can use this opportunity to put more pressure on your opponent and hopefully win. 2) Use this in the water to increase it damage and resistance towards fire jutsus.
Ways to Counter: Use another wind jutsu to clear up the air of the dust and to counter the jutsu all at the same time.
I pick up my sword and channel wind chakra into it as I swing it downwards. The gust picked all the broken wood and the leaves from before and cleared up the training area.

-It leaves the target in cuts and gashes all around his/her body which will result in them moving slower.
-You can still use this jutsu without a fan.
Weak Points:
-It takes four hand seals to perform this jutsu.
-It only good from short to mid-range.
-Opponent can still break free while being incarcerated by the tornado.
Combinations and Strategies: One strategy I can think up using this in is: First, use an genjutsu on your opponent to trap their movements and disable their awareness; Second, use this jutsu to trap them before they break out of the genjutsu and deal severe injuries to their bodies; Finally, finish it all up with a fire jutsu to burn them in a flaming tornado.
Ways to Counter: Since you'll have little to no time to defend against this jutsu, your counter must either some type of S/T ninjutsu or a quick jutsu that requires only one hand seal or none.
I perform the four necessary hand seal to execute this jutsu and ensnare one of the trees with it. The jutsu only covered the bottom half, so the tree end up falling down after the tornado vanished.
