Because he's just like a real teenager, childish, hypocritical, and petulant, so a lot of people here (13-17 year olds) relate to him. Also, it's because of his looks and character design, those saying it's because he's complex....yeah, that's BS, these same people turn around and bash Nagato, Gaara, and Obito, who are arguably the most complex characters in the series (though I guess they hate anyone that steals Sasuke's thunder).
