Why people say part 1 Neji is a horrible person?

Neji's whole life is a joke.

Sad, truly is.

Well, the thing is Hinata said those words in replying to Neji since he told her that she's suffering and she retorted that he is suffering more.
She has always been the shy type and its hard to imagine her approaching Neji and talking things over.
But you know what i really think? I believe there was so much potential in their story and Kishi got lazy to develop it further.

He wasn't IMO. He could have killed Hinata easily but instead tried to talk her not into fighting him.He had a good mind and was mature for his age. He isn't horrible at all. Cared for his teammates as shown when he was angry with the sound ninjas. His belief and what he had experienced when he was young was really sad.
Kishi messed him up in part 2 though. Just shows how much of a bad writer he is.
