Hinata is the future of main branch. Neji was deemed to be her man servant for life. If you were a slave to a man who caused your father's death, and that man had a spoiled useless child who did nothing good for you would you think so mighty of that child? At the age of 13? Humans have grudges.

He was just not the lovey dovey type, considering what he went through,it makes sense.
I don't recall him being ass to Tenten. He thought Gai was being fool at some point despite him being above Neji.
His relations and behaviors to Lee, Hinata, Naruto were iffy due to how their ideals clash with his. I posted the panels of him being caring for other individual in certain levels whom he was "being an ass"
