Excluding fillers, why wouldn't for say Naruto Anime isn't canon? It clearly follows the manga story-line (Again, excluding the fillers)?

Here is a Scenario: Danzo vs Sasuke...
In the anime Danzo was able to transplant wind into a shuriken and throws it at Sasuke.
This never happened in the Manga. Therefore, Danzo is not able to perform such a move since he never did it in the Manga?
What does it mean to not be canon. Does that mean the anime doesn't follow the manga.

If some moves they did, didn't exactly happen in the manga, does that mean that they can't do it?
