Excluding fillers, why wouldn't for say Naruto Anime isn't canon? It clearly follows the manga story-line (Again, excluding the fillers)?

In the anime Danzo was able to transplant wind into a shuriken and throws it at Sasuke.
This never happened in the Manga. Therefore, Danzo is not able to perform such a move since he never did it in the Manga?
More like it isn't the EXACT story. For the most part it can be the same, but they may add things to be more entertaining that isn't quite in the manga. They do plenty of this in fights in the anime.What does it mean to not be canon. Does that mean the anime doesn't follow the manga.

I would personally say they can! For example I would say Hinata could use the Chakra needles and Protection 8 trigrams 64 palms...but because people won't consider them canon I can't use them in any argument. Also, moves like Twin Lion Fist we don't know the full potential of because maybee Kishi decided it is a heavy hitting attack where the manga took more of a focused stun punch with it!So what do you guys think?
If some moves they did, didn't exactly happen in the manga, does that mean that they can't do it?
