Only Naruto has never SAID he loves her. By said I mean verbally, loud, clear and the three words "I LOVE YOU" or "I LOVE SAKURA". I will believe that Naruto loves Sakura when he actually says it instead of the fans putting words in his mouth. Hinata loves Naruto. Sakura loves Sasuke. They have clearly said it outloud and meant it. When Naruto says it, I'll accept that statement.

Naruto can love Hinata. As soon as she confessed I'm sure that Naruto went from just seeing Hinata as a precious friend to a "possible love interest" hence he hasn't replied yet.

And being a main character has squat to do with anything. Just look at DBZ, a manga Kishi has stated to be inspired by. Goku ended up with a SIDE character, not the main heroine.
