You and your crew has to have enough influence to hold said territories (he can't do if he's alone if he's defending point A and point J gets attacked he can't do shit about it because he cannot send anyone over there) so there for he lacks the complete power to defend and keep said territories ..
So yeah not yonko level
As for suchibanki luffy beat every one bar doffy by himself (he needed help with oars though )
But
He hasn't beaten Kuma who has beat him and his entire crew twice
And mihawk
I will also say I don't believe he beat boa either

When someone says "Mihawk is Yonkou Level", they mean he could give Kaido a run for his money, not that he could become a Yonkou if he wanted. He doesn't have Minions, He doesn't need minions, and he has no interest in conquering territory.
I don't think he is Yonko level....He himself said at the War of Marineford that "I want to see how much is the difference between me and the one they call the world's strongest." Fighting 1vs1 with Shanks is incredible but we don't even know what kind of fights were those or what was Shanks level at that time..Shanks lost his arm a few years back...if he was Yonko level back then I am surprised that he didn't use armament Haki to save his arm although it seems like he did use Conqueror's Haki to drive away the monster...Also his presence at the Marineford and the ease with which he stopped Akainu make sme think he is stronger than Mihawk....Mihawk's swordplay is the greatest and Shanks rivaled him in his forte...combine it with Conqueror's Haki to the extent that Whitebeard called it impressive is surely a big deal...
He is on the same lever for sure.
Admirals and Yonko are generally on the same tier, slightly favoring Yonko.. Both Yonko and admiral have a swordsman in their ranks and since Mihawk is the strongest swordsman he is already automatically >. I think the only admiral he can't beat is Akainu. BB and Big Mom is a toss up.
