It's been confirmed plenty of times that there would be war. Dafuq are u talking bout. U basically saying there would be no casualties behind the uchiha trying to overthrow and take over the village. Tell us who was going to invade the leaf? I ask because we have the loss of the 4th and a lot of ninja there wasn't an invasion, we had the loss of the Uchiha clan there was no invasion, we had the loss of 3rd and many more ninja yet there was no invasion. At every juncture Konoha became weaker yet there was no invasion.
You see the problem is that Hiruzen and the elders werw worried they would lose power and they'd be exposed. They knew that they would no longer be able to carry out the will of Nazirama Senju so they decided to use the fear of war as a mechanism to manipulate Itachi.
The purpose of a covert coup is to minimise casualties, the Uchiha had 4 demands they wanted met. And Nazirama's children weren't willing to meet them since they'd lose power and the ability to oppress. As for everybody else the clans were unaware of the Uchiha intent. Once Hiruzen and the others were held captive and everything became apparent I don't see them siding with the elders. Another fear the elders had since they knew they'd lose all influence.
The truth is Itachi massacred women, children and the elderly not to prevent war, but to show how much of a good ***** he is.
Konoha elders actually were just that greedy. They didn't want to share power chairs in any kind of way.
And btw, the very fact that Salad is brainwashed Will of Fire fool, it's exactly what fascist and determinist Tobirama and Danzou's idelogy wanted. Actually Sasuke has been brainwashed the most allowing his offspring to be Konoha's.

I agree the elders were worried they'd lose the ability to oppress the Uchiha. Decades of Tobirama's work would be undone overnight. As for the will of Fire I've never really understood it, it touts nobility but is full of hypocrisy. All I've ever seen is a hypocrite after hypocrite, each and every Kage. Even Naruto's only able to do what he does because Sasuke mans the shadows.
