Nonsense the village wasn't going anywhere, Danzo confirmed to itachi it was unknown wether anybody would attack Konoha. The Clan leaders weren't stupid and neither was Fugaku he planned a coup(kidnap leadership) and get dwmands met not an all out war. Once the Uchiha demanded equality the clans would've been in agreement. An all our war against the clans would've led to Konoha's demise and I'm pretty sure they wouldn't risk that.
