Well the ranking suggests he probably does, but maybe power alone isn't the factor to decides who is #1. Regardless Boruto is confirmed to be #1 the top of his class so I don't really care what some people want it to be.

Neither has he faced everybody or is aware of their skills etc for the statement to mean what the other one is saying. Boruto is smart with high potential. Both the anime and manga beat you over the head with this. It also beats you over the head with the fact that he doesn't apply himself and lacks self-guidance

-He wouldn't be acing tests if not for his mother.
-He wouldn't have learned Rasengan if not for Sasuke
-He wouldn't have been using Kote devices without wanting his father's approval.

Kakashi pretty much calls him out on the fact that despite him being above his peers overall, that he has no self-drive (until the boruto movie) and his desire to have a status-quo of dicking around with his friends isn't the mindset of a shinobi.
