Well the ranking suggests he probably does, but maybe power alone isn't the factor to decides who is #1. Regardless Boruto is confirmed to be #1 the top of his class so I don't really care what some people want it to be.

He didn't, but even then it's out of context and he didn't say Boruto's number one. Neither has he faced everybody or is aware of their skills etc for the statement to mean what the other one is saying. Boruto's already been handed L's by Shikidai while trying to kill him and base Sarada while not holding back. We all know Mitsuki also takes a dump on him.
It's literally in his characterization. It's like denying Sasuke and Neji's genius in part 1 when literally everyone is basically saying, "such prodigy" "such genius".
