Why do people say 1 MS Kakashi>Itachi?

I see "Kamui snipe" or "War arc Kakashi negs"

Cant Itachi just burn him with Amatersu or use Tsukyuomi(it doesnt work on Uchiha with MS only)
Or use clones to distract Kakashi and seal him with Totsuka?

OP: Kakashi clearly has improved in speed.
The 2 battles they had before they were both able to react to each other, which means they were nearly equal in speed 400-500 Chapters ago.
Now kakashi showed keeping up with 6 gate guy and v2 jinchurikis and obito, who is really really fast.

Btw, i want to know how itachi is dodging a ration clone from beneath when he is inside his susanno, there is no way he would see through the technique, he would attack the clone inside his susanno, the clone paralyzes itachi and the original Kakashi would come fast out of the ground and finishes lightninged itachi with kunai.
