Naruto could sense miles away from his hideout in the Turtle Island, and could sense the war when he stepped outside in Sage Mode alone. Now you are trying to tell me that Naruto's intelligence would lack in the form of what he would sense, or how he would operate?
So you basically said what would happen if Sasuke decided to make a large scale attack and sent it to the sky, much like how Naruto stood there as the Bijuu were placed into a Genjutsu, Sasuke would be left open to attack. There is nothing else to say on this subject, anything else is bar of your complaining and rudimentary struggle.
Did Naruto try to stop him? In fact, Naruto himself states that he does not want to kill Sasuke before he uses ST to pull the CT near him. That singularity is the main reason why Naruto tries not to attack Sasuke at all without him attacking first.
Someone does not understand how Bijuu chakra works, how the attack forms (IA for example), and how someone can counter. "Sigh"

You can see that in the panels after their stalemate the clouds are gone. Funny enough the clouds themselves still cannot produce a Kirin. The electricity that travels through the clouds, hit the ground only, which is why the blast radius was even felt where Kakashi/Sakura stood. There is no possible way for it itself to be able to form a Kirin sized attack. Look at Sasuke v. Itachi for reference. Again, I should not have to explain something so basic.
