Do you guys understand what kind of conditions need to be met for Kirin to work? By the time Naruto and Sasuke got up from the stalemate the clouds were already gone.

Anyway, the atmosphere and conditions weren't conducive to the formation of thunderclouds at the time, so Kirin wasn't a viable option. Just look at the sky here when they are fighting [

. Right after both Naruto/Sasuke were in the radius of the explosion destroying not only AA but also the BijuuPS, there is no logical way for Sasuke to have had the mobility nor the durability to even struggle or try to plan an attack under those

. You can even see on the bottom right the clouds were already dispersing, and they did not hold any dark color, meaning the conditions were never there to begin with. It all came from the stalemate, as obvious to the reader.

Maybe if he was in base but the Naruto with cloak on tanks it. Sasukes Kirin won't be any different in power from when he used it against Itachi. The lightning is natural, he's just manipulating its trajectory. He also can't decide how much lightning a storm produce, that's up to nature so it could possibly be weaker.

Indra's Arrow would have been on a larger scale but it would be too easy for Naruto to dodge. Indra's Arrow is the best because he can focus his energy and aim anywhere he likes at the same time
